Update: The monsters in the sewer are real.

According to io9 the Environmental/EMS Coordinator for Public Utilities in the city of Raleigh, North Carolina Marti Gibson, has been just as confused as the rest of us as to what this creature might actually be.
Current speculation is that it is of the Genus Tubifex.
